This same year, many Allies will mark the 10th, 15th and 20th anniversaries of their joining the Alliance. This will be an occasion to reflect upon seven decades of transatlantic cooperation and on NATO’s role in safeguarding the freedom of its citizens. It will present an opportunity to also look to the future as the Alliance adapts to our rapidly changing world. The decree, published by state media, said the amnesty did not include "criminals" and those on the run unless they turn themselves in to authorities. Deserters in Syria have four months to do so; those abroad have six months.
